Council approves several routine contracts, easements and payments; notes council member’s financial interest in trophy purchase

The East Grand Forks City Council on July 15 approved a series of routine contracts, resolutions and payment authorizations.
Among the actions, the council passed Resolution No. 25-07-55 to award the Fire Station 2 garage renovation to JC Renovations for $11,250, and passed Resolution No. 25-07-57 awarding 2025 City Project No. 1 (sidewalk extension) to RJ Zavril and Sons for $29,775. The council also approved Resolution No. 25-07-58 authorizing temporary construction and permanent walkway easements with adjoining property owners for the sidewalk project.
Council approved A133 and A201 agreements between the city and Construction Engineers for construction manager-at-risk services for parks and recreation facility improvement projects. Staff said JLG held a kickoff meeting and that the first bid package will likely be the ice-plant package, to be released this fall.
On claims and minor purchases the council adopted Resolution No. 25-07-59 authorizing payment for purchases from Border States Trophy (check #44725) totaling $115. The agenda and meeting record note that Council member Tim Riopelle is "personally interested" in the contract; the council proceeded with the authorization after the disclosure. The transcript records the conflict disclosure but does not record any abstention or recusal.
The council also authorized payment of recommended bills and payroll and acknowledged multiple commission minutes. All motions recorded in the transcript were moved, seconded and passed by roll call during the meeting.
The meeting closed after brief council and staff reports; council vice president Tim Riopelle thanked American Crystal Sugar for a donation toward the Griggs Park project and staff reported a $5,000 donation from the Acre family toward the Griggs Park Trailhead playset.
