City Attorney Keith Jackson briefed the Homewood City Council March 23 on a resolution to authorize the city manager — rather than the mayor — to execute opioid settlement agreements on the city’s behalf.
Jackson said the council previously passed a 2022 resolution allowing the mayor to sign current and future opioid settlement agreements. The proposed measure would transfer that authority to the city manager because the manager is the city’s executive: "All the resolution does is transfer the authority," Jackson said.
Jackson described the pending settlement as relatively inconsequential for the city — one regional retail defendant with limited Alabama business — but said the change clarifies administrative signing authority going forward. The council indicated it would take up the resolution when the meeting reconvened.
