Peoples said the department generates program revenue from gymnastics, Zumba, youth leagues and facility rentals, and reported approximately $8,000 in receipts through March 13. He proposed funding the personnel change by shifting about $4,000 from contractual services and $5,000 from recreation program budgets to personnel and said tournaments and youth leagues provide additional revenue potential.
Council members questioned whether operations could be adjusted (hours or better scheduling) and asked for a formal job description and clearer salary request. Peoples suggested a director salary near $45,000 with the converted part‑time post paid at an intermediate rate; council cautioned that the county must balance service needs with limited general fund resources and asked finance to evaluate the requested changes.
Next steps: Recreation staff will prepare a revised personnel justification, job descriptions and updated variances so the administrator and finance team can consider adjustments before the May recommendation.
