The Iowa House passed House file 2757, a bill that creates a sales-and-use tax exemption to incentivize the commencement or recommissioning of nuclear electric generation facilities.
A floor amendment added a 25-year sunset for the exemption, removed the bill's retroactivity, and included a 12.5-year clawback if a facility fails to proceed, requiring repayment of the exemption amount. The amendment also specified that the exemption would end for a facility once it becomes commercially operational.
The sponsor highlighted economic development and energy diversification goals, saying "We need nuclear energy in Iowa. We need an all of the above strategy. It's safe. It's clean. It's dependable. It's more affordable for Iowans." The sponsor also said the Duane Arnold facility is expected online in 2028–2029 and framed the incentives as necessary to attract investment and jobs.
After the amendment was approved by voice vote, the bill was read for final passage and passed by roll-call (94 ayes, 1 no, 5 absent). The title was agreed to before moving on to the next item.
Supporters acknowledged future siting decisions will be required and said the package was meant to be time-limited via the sunset and clawback provisions.
