House approves measure requiring DOT to verify citizenship for Iowa IDs

A floor speaker cautioned that the bill may create unintended access barriers for roughly "20% of Iowans that do not have a Real ID," arguing the measure could make license renewal and access harder for people who do not intend to obtain Real ID credentials. The sponsor of the bill responded that the current process already allows a state license without a Real ID in certain circumstances.
The clerk reported the final roll-call as 86 ayes, 7 no, and 7 absent or not voting; the bill was declared to have passed the House and the title was agreed to.
The sponsor said the bill includes applicability provisions and a DOT-requested delay to allow administrative adjustments before the effective date.
