Waite Park adopts Title VI plan; state grant reduces city's local share for trail project

The Waite Park City Council approved a Title VI plan -- a nondiscrimination plan to address access to information based on race or ethnicity -- that staff said was written by the city attorney and follows MnDOT guidance for recipients of federal funds.
Dave, a city staff member, told the council the plan is currently scaled back and establishes a public complaint process handled by the city's HR contact. He said the Title VI requirement is a condition of federal funding for the trail project and other future federal grants.
In related funding news, staff reported that a grant the city applied for in January to cover the city's share of the trail project has been funded by the state, meaning the local share was reduced substantially. Dave also said the city received a separate grant for a 2nd Avenue crossing project, which is still in early planning.
A council member moved to approve the Title VI plan; the motion was seconded and approved by voice vote. The transcript does not include individual vote tallies.
