North Haledon council unanimously confirms mayor’s appointments, adopts consent agenda and temporary 2025 budget items

Mayor Randy George opened the Borough of North Haledon’s Jan. 2 reorganization meeting, administered the oath of office to Councilman‑elect George Pomianek and read the statutory Open Public Meetings Law notice before the council moved through its annual slate of business.
The council unanimously concurred with the mayor’s appointments for key municipal roles — including borough attorney Michael P. De Marco, borough engineer Boswell Engineering, borough auditor Wielkotz & Co., borough planner Kauker & Kauker and municipal clerk/administrator Renate Elatab — after the mayor presented the full list of staff and appointed officials. Council members Bruce O. Iacobelli and Rocco Luisi led motions throughout the meeting with votes recorded as affirmative by all members present (Mayor Randy George; Council Members Rocco Luisi, George Pomianek, Bruce O. Iacobelli and Jacqueline Roscio; Councilwoman Donna Puglisi was absent).
The governing body adopted a Consent Agenda procedure and approved a bundled set of routine resolutions by unanimous roll call. The bundle included the 2025 meeting schedule (third Wednesday of each month at 7:30 p.m., with specified exceptions for November and December), designation of THE HERALD NEWS and THE RECORD as official newspapers, authorization for petty cash funds for the police department and clerk’s office, and several shared‑services and vendor agreements.
A Temporary Budget resolution was approved to allow expenditures early in the year while the municipal budget is finalized; the minutes list temporary line‑item appropriations based on prior‑year figures (for example, temporary police salaries are recorded at $1,021,159.13). Council also set delinquent tax interest per state statute: 8% per annum on the first $1,500, 18% on any amount in excess of $1,500, and an additional 6% penalty on delinquencies over $10,000 that remain after Dec. 31. The council confirmed a 10‑day grace period for quarterly tax payments.
Among the consent items, council approved a shared‑services agreement with the City of Paterson for animal control at $1,000 per month (annual cost not to exceed $15,000) and accepted a proprietary‑exception contract with All American Sewer Service for wet‑well maintenance at two pumping stations (cost not to exceed $62,650), with chief financial officer certification of funds contingent on adoption of the 2025 municipal budget.
Other professional and vendor proposals accepted under resolution included special and redevelopment counsel, affordable‑housing and planning consultants, IT backup and software maintenance (Tri‑State Technical Computer Services; Munidex) and grant research services (Millenium Strategies). Each contract’s resolution specifies the proposed not‑to‑exceed amount and notes that certifying funds is contingent on final budget adoption where applicable.
The meeting concluded after the council adopted the listed resolutions and confirmed emergency‑management and municipal alliance committee appointments. The council adjourned at 7:50 p.m.
