Minnetrista council authorizes bids for $3.5M street improvement project

Minnetrista — The Minnetrista City Council on Jan. 7 approved plans and specifications and authorized staff to advertise for bids on the city’s 2026 street improvement project, a package of work budgeted at just over $3.5 million that includes mill‑and‑overlay work, targeted full‑depth replacements and several bid alternates.
City engineer Allison Falsky told the council the project’s primary streets are Game Farm Road, North and South Saunders, Pinnacle and Lakeside, with West Edge Boulevard added per council direction. The scope includes two culvert replacements under Game Farm Road, spot curb-and-gutter repairs, trail work as a bid alternate, Americans with Disabilities Act‑compliant pedestrian ramps in the Saunders Lake and West Edge areas, and a potential hydrant relocation near County Road 110 as an alternate.
Falsky said most of the work will be mill and overlay, with full‑depth removal and replacement on localized sections identified by pavement condition assessments. The presentation included a bid alternate for an asphalt underseal on Game Farm Road intended to reduce reflective cracking; Falsky said the underseal is eligible for state aid but the precise state/city split for that alternate will be determined during final budgeting.
On funding, staff cited a combination of city funds, state aid (for Game Farm Road), special assessments (listed preliminarily at $140,000), and an approximately $82,000 contribution from the City of Mound for work on the east portion of West Edge Boulevard that lies in Mound. Falsky noted an update to the assessment list: an originally proposed 15 assessable parcels were reduced to 14 after a property owner combined lots; staff will update the final assessment roll before the assessment hearing.
The timeline Falsky outlined calls for opening bids in early February, an assessment hearing in March and award/acceptance of bids after the hearing. Construction is planned for May–August 2026 with contract limits to minimize resident disruption (contractor required to complete phases within a short time window).
Council discussion touched on resident notification (postcard mailings after contract award), coordination with Mound on approvals prior to award, and the benefits of the alternate underseal. Mayor Lisa Weyland praised public works staff for identifying the hydrant relocation opportunity and asked staff to include homeowner notification in the communication plan.
The motion to approve plans and specifications and authorize advertisement for bids passed unanimously, 5–0. Staff will return with assessment numbers and bring the assessment hearing to the council in March.
