EDA reviews 2026 budgets and members raise levy-change consideration

The EDA reviewed draft 2026 budgets for the industrial park and general operating accounts, and members discussed budget assumptions and a possible change to the levy.
Josh (EDA director, speaker 3) said staff have been preparing budgets since May and presented two EDA budgets in the packet. He said the EDA had not budgeted for the sale of any land because sales remain uncertain, but did include roughly $6,400 for special projects and projected higher interest income than in prior years.
"This budget does not necessarily have any special projects worked at this time. There is $6,400 being set aside for special projects should one come up midyear," Josh said.
Speaker 8 (Bruce) raised a strategic point suggesting the council should consider changing the levy amount, noting that if the EDA is accumulating cash and there is unlikely to be another industrial park purchase soon, the levy level could be revisited. Members discussed allowing 12—624 months for strategic planning before making any levy adjustments.
No formal motion or vote on the levy took place. Members requested staff bring back additional numbers and suggested the planning process should inform any decision about changing the levy.
The director asked members whether they were generally comfortable with the budget as presented; there were no objections and the EDA moved on to other agenda items.
