Cassandra Tozer, the city’s human resources director, presented the annual equal‑pay update to the Bozeman City Commission on April 7, saying the city continues to make measurable progress in reducing internal pay disparities.
Tozer said Bozeman combines structured hiring, consistent compensation bands and a pay committee that reviews pay recommendations without access to applicants’ prior salary or demographic information. "We continue to outperform national benchmarks on pay equity," she told the commission.
She summarized several workforce metrics: the city’s overall turnover rate is about 14 percent (down from earlier, higher rates), employees used more than 7,000 hours of paid parental leave in 2025, and female representation in the top 25 percent of earners has improved. Tozer described a range of female‑to‑male earnings in 2025 that varies by education level, citing a higher share for females with graduate degrees and lower shares in some lower‑education categories; staff materials in the commission packet include the underlying tables.
Tozer emphasized that the city publishes pay ranges publicly and balances internal equity with external market competitiveness. She said the city is continuing efforts to expand career pathways and address pay disparities in lower‑wage positions through defined progression steps.
No formal action was required; the presentation was informational and staff said the full report and data are available in the commission packet and online.
