Council adopts water and sewer grant ordinances, approves property lease and makes board appointments

Council adopted several financial and administrative actions at its April 12 meeting.
Water and sewer funding: Council approved a grant project ordinance and budget amendment to fund a new emergency generator for the Water Treatment Plant. Staff referenced an August 3, 2020 Letter of Intent approving a $409,160 loan for the project with 25% of principal to be forgiven; the Council also appropriated $8,184 for loan fees as part of the action.
Council also adopted a grant project ordinance and budget amendment for the Runyon Creek sewer rehabilitation and Short Drive pump station floodproofing project. Staff said a March 1, 2021 Letter of Intent approved a $2,500,000 loan for that project and the action appropriated $50,000 to cover loan fees.
Property lease: Council adopted a resolution to renew a lease for property off Water Street adjoining the old 'McQuay' building to Friedman‑Ravenwood, LLC and authorized the City Manager to execute the lease. Staff said the proposed lease renewal runs through April 11, 2031.
Appointments: Council appointed William Plaster and Eric Mitchell to the Washington‑Warren Airport Advisory Board to fill vacant terms running through June 30, 2024, and Mayor Donald Sadler appointed Butch Strickland to fill an unexpired term on the Washington Housing Authority through June 30, 2023.
Other administrative items: Council directed staff by consensus to proceed with a recycling grant application and continued budget work with a FY 2021/22 budget presentation on the agenda.
Next steps: Staff will execute grant paperwork and incorporate the projects into the capital budget where applicable; the lease will be executed by the City Manager.
