Jonathan Estes, a local driver and trainer, and other drivers described operational impacts: safety risks for children transported to shelters and rising insurance costs when unlicensed drivers cause incidents.
Speakers urged more enforcement from police during high-traffic windows and asked council to coordinate with police and hotels to reduce the presence of unregulated vehicles and steer drivers toward formal licensure. City council members acknowledged the complaint and said they would follow up with police and the Office of Contracting and Procurement as appropriate.
