Council approves resolutions on unpaid charges, amends cannabis fee schedule and authorizes EDA bond issuance

At its meeting the New Prague City Council approved several routine resolutions and a major financing authorization.
Two separate resolutions were approved that will send unpaid property-maintenance charges and unpaid municipal utility charges (excluding electric) to the county tax rolls for collection; staff said unpaid balances are lower than last year and payments continue to arrive ahead of certification. The council approved each resolution separately by voice vote.
Staff recommended an amendment to the 2025 fee schedule following state guidance that allows cities to charge an initial and annual renewal registration fee for low-potency hemp edible retailers and to charge annual renewals (within state limits) for 'microbusiness' cannabis registrations. The council adopted a $125 initial/renewal fee for low-potency hemp edible retailers and set a $1,000 cap on annual renewal fees for cannabis microbusinesses, consistent with the state maximum; the council approved the amended fee schedule unanimously.
On public financing, staff reported the New Prague Economic Development Authority (EDA) presold lease revenue bonds to help fund a new police station (presale amount reported at $10,130,000). The council considered and approved a resolution authorizing the EDA to issue the bonds and authorizing two lease documents related to ground lease and leaseback arrangements; staff said final debt-service numbers will be available after the bond sale and will be presented at a later meeting. The resolution passed 5–0.
