Tom Rogers of the Community Development Department presented an annexation and zone map amendment request to bring a 0.903‑acre lot on Kenyon Drive into the city and to establish R1 (low‑density residential) zoning.
“As I have reviewed ... I move to approve the Kenyan Drive annexation with recommended terms of annexation and direct staff to prepare an annexation agreement for signature by the parties,” Commissioner Fisher said when making the motion. Staff noted the parcel’s topography, required stormwater and geotechnical work for future development, and a recommended annexation term preventing separate sale of the parcel without city approval because the lot currently lacks standard frontage.
Rob Evans, consultant for the applicant, explained the owner’s intent to construct a small, low‑impact home and discussed lot‑swap negotiations with neighbors and steps to address drainage and snow‑removal concerns. After discussion, the commission polled and approved the annexation motion unanimously; the commission then approved the R1 zone map amendment, again by a unanimous vote.
Commissioners said they supported the annexation because the lot is adjacent to existing R1 neighborhoods, will be served by city services and will be subject to standard site‑plan and stormwater requirements before any building permit is approved.
