Council approves CUP, fee changes, summer hours and audit contract in mixed business session

Planning and zoning staff presented conditional use permit C-1-2025 for Bevcom at 605 6th Street NW, describing required screening—single-row trees and a six-foot chain-link fence with vinyl slats for at least 75% opacity—and noting the parcel is zoned I-1 light industrial. Planning Commission recommended approval. A council member moved and the resolution (25050503) passed by voice vote.
Utilities staff recommended increasing the rate for bulk water sold to contractors (tanker fills at designated hydrant/fill sites) to $35 per 1,000 gallons. Bruce Reimers told the council the utilities commission recommended the change after comparing rates with neighboring communities. Staff clarified the golf course is billed on standard metered consumption and would not be affected by the tanker-fill rate. The council approved the fee schedule amendment (resolution 25050504).
On municipal operations, staff proposed trial summer City Hall hours (Monday–Thursday 7:00 a.m.–4:30 p.m.; Friday 7:00 a.m.–11:00 a.m., Memorial Day through Labor Day) to improve early-morning availability for contractors while allowing employee schedule flexibility. Council members discussed customer access and daycare impacts; the trial was approved 4–0 and staff will tabulate traffic under the new schedule and use website, utility bills and other channels to publicize the change.
The council also accepted ABDO's one-year audit proposal for fiscal year 2025 (audit work to be performed in 2026) with a reported 5.4% increase for that year and directed staff to issue an RFP for subsequent years, citing the value of allowing time for a smooth handoff if a new vendor is selected.
Other items: council began discussion on construction administration for the police building and discussed a compensation-study RFQ timeline, asking for council volunteers to review proposals and assist with interviews.
