Council authorizes railroad design talks with KCS to align tracks with levee height

City staff described the agreement as the next procedural step to "get them on board and under contract to do that design," enabling city engineers and levee project leaders to coordinate grading and track adjustments that are necessary for the levee project to proceed.
When council asked whether this was the next contractual step, a city representative confirmed the item "is just to start that negotiation with them and get them on board and under contract to do that design." Mayor Hugh Keating urged approval, saying without it his "hands will be tied in trying to find any money for the height of the levee." The council approved the resolution without recorded opposition.
The resolution authorizes staff to negotiate the scope and begin the contracting process; staff indicated further council action will occur after design scope and cost proposals are developed.
