The Bozeman City Commission on April 21 debated two amendments to the Dec. 16, 2025 meeting minutes and adopted one while rejecting the other.
Commissioner Sweeney moved to amend the minutes to record each public commenter’s position on a contested B3 height limit item and to include additional detail about subsequent discussion; he framed the change as a transparency measure and a redundancy to guard against lost or damaged video records. Critics warned that selectively expanding minutes risks pulling on a “thread” that could require re-editing many minutes and emphasized that the official record has long been the meeting video.
After discussion the commission voted 4–1 to approve the first amendment that identifies individual commenters’ positions. A second amendment — seeking broader narrative detail about the discussion that followed the motion — failed 1–4. The commission then approved the amended minutes by roll call.
City staff and a staff speaker explained the city traditionally designates the meeting video as the official record and uses timestamps to allow the public to find verbatim remarks. Commissioner Sweeney and supporters argued for more descriptive written minutes to preserve the public record should recordings be lost or damaged.
