Bozeman approves consent agenda including $550,000 for transitional housing and $500,000 COPS hiring grant

The Bozeman City Commission approved its consent agenda unanimously on Nov. 18, 2025, approving funding and administrative items the staff had recommended.
City Manager Wynne highlighted three items on consent, including two grants and a federal hiring grant. “So that's $550,000 that's going directly toward transitional housing projects, in our community,” Wynne said, saying the city reached agreements with Family Promise and HRDC to support transitional housing.
The packet also records a $500,000 award under the COPS hiring grant program, which Wynne said would fund four additional police officers intended to improve traffic enforcement and response capacity for the city. No public comments were made on those consent items during the consent portion; after a motion by Commissioner Madick and a second on the dais, the clerk polled the commission and the consent agenda passed 5–0.
Why it matters: The $550,000 in local grant funding will be used with partner agencies to support transitional housing and case management that officials expect to help dozens of households make housing transitions. HRDC's representative Heather Grenier told the commission the organizations expect to use the funding to “help alleviate pressure on shelter beds and create successful transitions to stable housing for more than 70 households in the next year.”
Outcome and next steps: The consent items were approved 5–0. Staff will execute contracts with Family Promise and HRDC and proceed with hiring processes and grant reporting required by the COPS grant.
