Commission approves Special Improvement Lighting District 796 for West Aspen/N. 5th

The Bozeman City Commission adopted a resolution on April 14 creating Special Improvement Lighting District (SILD) 796 to pay for string lights and additional lighting along West Aspen and North 5th Avenue.
David Fine, economic development manager, presented the item and said notices were mailed on March 10 and that the city received a single written protest "that does not trigger the protest threshold" under state statute. He said the assessment method is a lineal-foot method assessed at $0.28 per lineal foot — about $11.97 annually per parcel in the district — to cover energy, maintenance and the lights themselves. He added that installed and planned fixtures meet city standards and will be dark-sky compliant.
Commissioner Sweeney moved to adopt the resolution after staff confirmed protests did not meet the required threshold; the motion was seconded and the vote was unanimous.
The commission noted a protester's concern that added lighting could make other sounds and bustle feel worse for adjacent properties; commissioners said they would acknowledge that concern during an upcoming work session on related street-lighting and neighborhood impacts.
