The Moraine Planning Commission voted 4–0 on April 21 to rezone 2955 Springboro West Road from B-1 to B-2, clearing the way for the property owner to market the site for business uses that include used-car sales.
The zoning change, brought by Stellar Development and Property Holdings, was presented to the commission by planning staff, who said the Technical Review Committee reviewed the application on April 15 and that legal notices were issued under the Moraine codified ordinances. Staff noted the property is the former Jimbo's building (site plan BLD 24-00179) and that the applicant committed to resurfacing and striping the parking lot before occupancy.
Planning staff summarized the request and the surrounding zoning pattern, and the applicant, Rodney Peck, described investments in the site and his intent. "We completely gutted it. New roofs, new HVAC, new everything — everything's brand new," Peck said, describing the renovation. Peck said he does not yet have a tenant lined up but that B-2 would allow a broader range of business uses. When asked about scale, he said a small used-car operation could fit "6 to 10" vehicles on the lot.
Commissioners pressed staff and the applicant on practical limits of B-2 at the current lot sizes and whether combining lots (a separate replat process) would be required for larger operations. Staff said there was no plan to combine the lots as part of this request and that certain uses, such as body shops requiring overhead doors or on-site heavy maintenance, would not be feasible in the renovated building without further approvals and screening.
After brief discussion about permitted uses and the long-term possibility of consolidating adjacent parcels, Commissioner (speaker 4) moved to approve case R-02-2026; the motion was seconded and passed by roll call 4–0. According to planning staff, the approval by the planning commission precedes a 30-day legal notice and a public hearing before the Moraine City Council.
The planning commission adjourned at 6:23 p.m.
