St Clair County Schools board approves Odenville property, Springville architect contracts and district spending

The St Clair County Schools board unanimously approved a slate of capital and personnel measures at its Feb. 17 regular meeting in Moody, including a $103,000 property purchase in Odenville and design contracts for multiple Springville school projects.
President Scott Suttle opened the meeting and the board moved quickly through routine business before approving grouped personnel items and several capital expenditures. On a motion by Allison Gray, seconded by Bill Morris, the board approved buying the property at 336 Alabama Street in Odenville for $103,000 using general funds.
The board also approved an Owner/Architect agreement with Lathan Architects to design and bid three Springville projects: a Springville Middle School auditorium renovation estimated at $1,200,000, a Springville Elementary School flooring replacement estimated at $900,000, and a Springville High School softball press box, restrooms and concession building estimated at $1,400,000. Cathy Fine moved the contract approval; Allison Gray seconded the motion. The agenda item states these projects will be paid with A&T funds and allocated Springville funds.
On personnel matters, the board approved an addendum to the St. Clair County salary schedule (Summer 2026 Salary Matrix) for Migrant and/or EL programs, adopted a job description for a Communications Specialist, and approved payment of state‑allocated one‑time stipends: $1,200 to eligible special education teachers and $1,000 to eligible speech therapists. The minutes state the local education agency (LEA) will receive $86,301 to cover stipend and benefit costs.
The board approved procurement items including the purchase of one special‑needs school bus through the cooperative Sourcewell for $160,618 as part of the district’s fleet renewal plan (motion by Bogie Lovell, seconded by Randy Thompson). It also approved transferring $250,000 from the Moody community allocation to the Moody High School band account for uniforms and equipment related to the new Moody High School band room (motion by Bill Morris, seconded by Randy Thompson).
Attorney John Rea read the required oral declaration under the Alabama Open Meetings Act before the board recessed to executive session to discuss real estate; the board estimated the executive session would last about 15 minutes and recorded a roll‑call vote to recess. Rea told the board, "Before going into executive session on these grounds, the Alabama Open Meetings Act requires an oral declaration reflected in the minutes from an attorney licensed to practice law in Alabama that this exception is applicable to the planned discussion, and I make that declaration." The board reconvened at 7:15 p.m.; no action was taken as a result of the executive session.
