The Upshur County Commission on April 9 authorized a Request for Proposals to modernize the elevator in the Courthouse Annex, a project the county says will be funded by the Courthouse Facilities Improvement Authority.
The Commission approved the RFP on a motion by Commissioner Douglas K. Bush, seconded by Commissioner Samuel R. Nolte. A mandatory pre-bid conference is scheduled for Tuesday, April 28, 2026, at 1:00 p.m. Sealed bids must be received by 4:00 p.m. on Wednesday, May 6, 2026, at the Administrative Annex, 91 West Main Street, Suite 101, and proposals will be publicly opened and read by the Commission at 9:15 a.m. on Thursday, May 7, 2026.
The county said the modernization will be supported by the Courthouse Facilities Improvement Authority; no project cost estimate was included in the meeting materials. The RFP includes standard procurement deadlines and will require bidders to attend the mandatory pre-bid meeting. The Commission did not discuss specific bidders or a construction timeline beyond the proposal and opening dates.
Commissioner Bush said the action moves the county toward improving accessibility and safety in the Annex by allowing the procurement process to begin. The item passed unanimously.
