Marshall County Board announces property ownership near Brindlee Mountain High; approves personnel, travel and contracts

The Marshall County Board of Education on Dec. 18, 2025, in its boardroom approved routine agenda items, personnel actions and travel requests and heard an announcement that the district now owns property next to Brindlee Mountain High School.
Dr. Cindy Wigley, superintendent, opened the business portion of the meeting and recommended approval of the Dec. 18 agenda; Mr. Bill Hancock, board member, moved to approve and Mr. Tony Simmons seconded. The board voted unanimously to adopt the agenda.
The board also approved minutes from the Nov. 20 meeting after a motion by Mr. Tony Simmons and a second from Mr. Bill Hancock. Those minutes were approved with three yes votes (Bill Hancock, Tony Simmons and Terry Kennamer) and one abstention (Mrs. Laura Byars).
In her superintendent’s report, Dr. Wigley said, as had been approved at the board’s Sept. 11, 2025 meeting, the district is now the owner of the property adjacent to Brindlee Mountain High School and the ball fields. She also announced the board’s next meeting will be Jan. 15, 2026, and confirmed district holiday and return dates for staff and students.
The board unanimously approved travel requests including SSG James Lee, JROTC instructor at Marshall Technical School, to attend a required JSOCC course at Fort Knox, Ky., Jan. 11–16, 2026, and two central office technology staff — Charlie Jimmerson and Jalon Jimmerson — to the Future of Education Technology Conference in Orlando, Fla., Jan. 11–15, 2026. The technology conference participation was listed as partially vendor-sponsored with the remaining costs covered by District Technology funds.
Personnel actions approved include supplemental coaching positions at Douglas High School (Emily Jackson and Eric Paul, assistant basketball coaches, funded by DHS Hardwood Club) and a volunteer middle school girls coach at Brindlee Mountain High (Jessica Pankey). The board also approved several temporary contracts for long-term substitutes (Isabella Hill, Bailee Love, Brianna Nardi and Deborah Seibenhener), accepted resignations effective Jan. 1, 2026 (Kellie Hancock and Amy Martin) and confirmed multiple new hires effective Jan. 2, 2026 (Lauren Walker as certified occupational therapy assistant/paraprofessional at Sloman Primary; Talyn Franks, teacher at Asbury Elementary, pending certification; Delmus McLain, teacher at DAR Elementary; Bonnie Walls, teacher at Brindlee Mountain Elementary, pending certification; and Sheena Contreras, counselor aide/registrar at Douglas High School). All personnel-related items were approved by unanimous votes where a tally was recorded.
Dr. Wigley also recognized Child Nutrition staff members Susan Horway (Asbury), Ilene Swinney (Brindlee Mountain Elementary) and Casundra Willmon (DAR) for perfect attendance during the first semester.
The meeting concluded with a motion by Mr. Tony Simmons and a second by Mr. Bill Hancock to adjourn; the motion passed unanimously.
