Marshall County Board unanimously approves agenda, personnel actions, travel and SRO assignment

At its Feb. 17 meeting, the Marshall County Board of Education unanimously approved the meeting agenda and minutes and a slate of personnel actions including coaches, a long-term substitute, two new hires, two resignations, travel requests and a School Resource Officer assignment.
The Marshall County Board of Education unanimously approved the meeting agenda, minutes and multiple personnel and operational items during its Feb. 17, 2026, meeting in the boardroom, Superintendent Dr. Cindy Wigley said.
The board voted to approve the agenda after a recommendation from Dr. Wigley; the motion was made by Mr. Bill Hancock and seconded by Mrs. Laura Byars. The board then unanimously approved the minutes from the Jan. 15, 2026 meeting on a motion by Mr. Tony Simmons with a second from Mr. Terry Kennamer.
Under personnel actions, the board approved supplements for the 2025–26 school year including Kevin Terrell as the JV boys basketball coach and Jay Jones as the boys and girls golf coach at Asbury High School. The motion to approve the supplements was made by Mr. Tony Simmons and seconded by Mr. Bill Hancock; voting results were recorded as unanimously approved.
The board approved an addendum to the existing Memorandum of Agreement with the Marshall County Sheriff’s Department to allow School Resource Officer John W. Keller to work extracurricular and after‑school activities at an hourly rate; the motion was made by Mrs. Laura Byars and seconded by Mr. Terry Kennamer and was unanimously approved.
Other personnel and contract actions approved without objection included additional duties for Shanin Edwards (to teach during a planning period for first semester 2025–26), a temporary long‑term substitute contract for Milinda Giddy at Brindlee Mountain Primary School (Jan. 26–May 22, 2026), and new hires Katrina Maddox‑Windsor (EL auxiliary teacher, Asbury Elementary, effective Feb. 5, 2026) and Brock Johnston (bus driver, Brindlee Mountain, new route, effective Feb. 17, 2026). The board also accepted resignations from Pamela Bradley (Child Nutrition, Douglas Middle School; effective June 1, 2026) and Delmus McLain (teacher, DAR Elementary School; effective March 19, 2026).
The board approved travel for two Marshall Technical School instructors — Tony Bolton and Brad Oliver — to attend ASE instruction training in Frisco, Texas, July 20–23, 2026; both trips are grant funded. All motions were recorded as unanimously approved.
