Summary
At a special April 23 meeting, the Town of Speedway Redevelopment Commission adopted Resolution 2026-7, authorizing the economic development director to obtain appraisals and enter appraisal contracts for the Wilshaw property at 4850 West 16th Street, with a $25,000 cost cap.
The Town of Speedway Redevelopment Commission on April 23 adopted Resolution 2026-7, authorizing the town’s economic development director to obtain appraisal proposals and enter appraisal contracts for the Wilshaw property at 4850 West 16th Street, provided appraisal costs do not exceed $25,000.
Jacob Blaisdell, serving as acting chair for the special meeting, opened the session and confirmed a quorum of three of the five commission members. Redevelopment Director Kyle Markley said the Town Council on March 30, 2026, authorized the Speedway Redevelopment Commission to pursue acquisition of the Wilshaw (4850 West 16th Street) and that the resolution before the commission enables staff to secure required appraisals. "This resolution is just authorizing me to be able to get those appraisals, and enter into those contracts, as long as those appraisals do not exceed over $25,000, which I really do not believe would happen," Markley said.
A commission member noted the appraisal step is part of the acquisition process and that multiple appraisals are required to establish an independent estimate of value. Following brief clarifying remarks, a member moved to approve Resolution 2026-7; another member seconded the motion. The commission voted and the resolution passed, 3-0.
There were no public comments at the meeting. Director Markley said that if appraisal costs returned above the $25,000 threshold the commission would return with a separate resolution for additional authorization. The meeting’s agenda included no old business; Markley announced the next regularly scheduled meeting is Monday, April 27. Chair Blaisdell adjourned the meeting at 05:04.
The action authorizes staff to proceed with procuring appraisals to support a potential property acquisition; it does not itself authorize acquisition or expenditure beyond the appraisal contracts described in the resolution.
