The document, attached to the decision, compiles data on electricity generation and emissions, residential and nonresidential solar PV systems, shared clean energy facilities, the energy storage solutions program, light- and medium-/heavy-duty electric vehicle charging programs, public policy contracts and power purchase agreements, load-management plans, voluntary renewable offers, renewable portfolio standard compliance, and clean-energy industry employment.
Vice Chairman David Arconti told the panel the docket "is not about creating new programs or shifting policy direction" but about ensuring "a reliable, consistent, and comprehensive foundation of data" to evaluate program performance. He said the annual report serves as a centralized resource for policymakers, stakeholders and the public and supported staff—s recommendation to revisit reporting requirements in a future proceeding to balance data needs and administrative burden.
Staff recommended, and the panel approved, annual data-filing requirements intended to keep future editions relevant and useful to stakeholders. Chair Tom Wheel and other commissioners thanked staff for preparing the report. The panel adopted the decision by unanimous roll call.
The decision formalizes a single, agency-maintained source of program metrics intended to improve transparency about how ratepayer investments translate into measurable outcomes. The authority said it expects the centralized reporting to inform future regulatory and policy decisions.
