The Placentia City Council approved the consent calendar (items 1A–1I, with item 1I pulled) on Nov. 5 by a vote of 5‑0.
During discussion staff explained that inspection work performed under a contract with TOTEM exceeded an earlier capped amount by $33,000; the amendment on the consent calendar is a closeout payment to cover that overage. Public works staff said the inspection work was part of broader construction management and public‑safety building project costs and that contract oversight will be tightened going forward.
Staff also said the city's development agreement with Syfy provides that the city is eligible for reimbursement of certain inspections up to $150,000 per year; to date the city has received about $90,000 of that allocation. Councilmembers asked whether Syfy remains obligated to reimburse the $33,000 overage; staff said the reimbursement rights remain under the development agreement.
The consent calendar motion (minus item 1I) passed on a roll‑call vote 5‑0.
