Council approves UDO amendment on temporary turnarounds and appoints ad hoc finance committee
Summary
The council approved amendments to the Unified Development Ordinance limiting temporary turnarounds and easement encroachments into buffers, and created an ad hoc finance committee to advise on the FY 2026–27 budget until the council's committee structure is resolved.
The Apex Town Council on Feb. 24 approved amendments to the Unified Development Ordinance that move temporary turnaround and related construction-easement language so these features will not be permitted within certain landscape or buffer areas. Planning and engineering staff explained the redlined changes and that the new definition treats the detail as a temporary public access and construction easement located outside the buffer.
Bruce Venable summarized edits requested in the council's Feb. 10 discussion and staff's work with legal and traffic engineering to clarify the ordinance language. Consultant Jeff Roach told councilmembers that pulling temporary turnarounds out of the buffer changes where cul-de-sacs and temporary facilities would be sited and may affect lot layouts in future subdivisions, but said staff had shown updated details and easement language to reduce unintended impacts.
The council voted to approve the UDO amendments.
Separately, Councilmember Mahaffey moved to form an ad hoc finance committee composed of prior budget committee members to provide input and oversight on the annual operating budget for fiscal year 2026–27 until the council formalizes a committee-structure resolution; the council approved the appointments and also voted to delay the broader committee-structure discussion to an April work session.
