Operations and Compliance Director Scot Carcasi told council members that zoning classifications for the ordinance are still under review and that staff prefer not to be overly specific in definitions to avoid unintentionally restricting certain businesses. Councilwoman Carmen Gutierrez asked how activities like a trackless train would be regulated; Carcasi said staff intends to provide oversight while avoiding undue constraints. The item was not acted on and will be brought back to a future meeting so council can ask additional questions and provide direction.
