Del Rio council approves replats, fee schedule changes and HOT expenditure; fee amendment passes over one dissent

The council passed Ordinance O:2026-012 to approve a replat of the remainder of Lot 2 in the Chaparral Estates subdivision, correcting a posted heading so that Lot A establishes Lots A‑1 through A‑13. That motion was moved by Councilman Randy Quinones and seconded by Councilman J. P. Sanchez, and it passed unanimously after a brief public hearing with no speakers.
Council approved Ordinance O:2026-014 to abandon part of a 20‑foot alley off W. Gibbs between Avenue P and Avenue A while retaining a 15‑foot utility easement; the public hearing on the abandonment drew no commenters and the ordinance passed unanimously. The council also approved plats for the Saddler Subdivision (O:2026-016) and the Amistad Park Subdivision replat (O:2026-017); both passed without opposition.
On municipal fees, the council adopted O:2026-015, amending the consolidated fee schedule to revise fees for development services, fire permits and municipal facility rentals. That ordinance passed with one recorded opposition from Councilman Jesus Lopez, Jr. The council also authorized up to $10,000 in Hotel Occupancy Tax revenue for FOB Inc.'s 'The Wall That Heals' event (O:2026-018), which the council approved unanimously.
The council postponed approval of meeting minutes listed on the agenda due to incorrect dates on the posted agenda and later convened into executive session to address personnel and legal matters.
