Del Rio council approves package of resolutions and ordinances, ratifies grants and agreements

The Del Rio City Council approved a series of resolutions and ordinances at its Feb. 24 meeting, ratifying grant applications, authorizing agreements related to air service and gas supply, and confirming appointments to local boards.
The council unanimously approved R:2026-021 to ratify the city pplication for the Texas Department of Agriculture mericans Feeding Texans ("Texans Feeding Texans") home-delivered meals grant in the amount of $50,605.93 to expand the home-delivered meals program. Council also approved O:2026-009 and R:2026-022 to accept and seek Operation Stone Garden grant funding estimated at $199,970 per year, with no cash match required from the city.
On air service, the council approved R:2026-020 authorizing an agreement with the Restore Air Service Coalition, finding the agreement serves a public purpose and authorizing related expenditures. Mike Mooney of Volaire presented an update earlier in the meeting on outreach with Contour Airlines and SkyWest and planned follow-up with airline headquarters.
The council authorized several fiscal- and procurement-related actions: R:2026-023 authorized advertisement of a request for applications for bank depository services; R:2026-024 approved issuing an RFQ for architectural services for a City Hall remodel; and R:2026-025 authorized advertisement of an RFQ for grant-writing and administration services for the Economic Development Corporation.
On energy contracts, the council approved O:2026-008 to assign the natural gas purchase contract to Howard Midstream Energy Partners, LLC (dba Texas Pipeline Exports, LLC) and O:2026-010 to execute an addendum to the gas supply contract with the successor-in-interest to West Texas Gas Utility, LLC. Purchasing Agent Luis Menchaca had earlier explained that participation in the Texas Municipal Gas Acquisition and Supply Corporation II cooperative agreement would yield a 3% discount on natural gas rates.
The council also moved and approved appointments to the Del Rio Main Street Program under R:2026-010, and approved several administrative resolutions including a conditional fee waiver for Desert Springs affordable housing (R:2026-026).
One resolution drew recorded opposition: R:2026-027, which authorized Supplemental Agreement No. 4 with R.R.P. Consulting Engineers LLC for a federal environmental study on the Tobusch Fishhook Cactus related to the Second International Bridge project, passed with Councilmembers James DeReus and Randy Quinones recorded as opposed. Councilmember DeReus made a public remark during the motion that the council holds boards and commissions to Robert .—ook's Rules of Order but does not similarly standardize its own procedures, a comment recorded in the deliberation.
