Council approves annexation and zoning for 88-acre Chisholm Summit Phase C

Council approved a voluntary annexation and accompanying zoning change for about 88.14 acres identified as Chisholm Summit Phase C (Case 24367). Planning staff said the developer met petition requirements and the Planning & Zoning Commission recommended approval; both council votes were unanimous.
The Burleson City Council voted March 12 to annex about 88.14 acres identified as Chisholm Summit Phase C and to rezone the same tract to a Planned Development (PD) district.
Tony McQueen, director of development services, told the council that the developer, RA Development, submitted a petition in November and that staff had followed statutory notice requirements, including notifying the school district and franchise utilities. McQueen characterized the zoning request as an accompanying action to the annexation and said the Planning and Zoning Commission unanimously recommended approval.
Mayor Chris Fletcher opened and closed the public hearings for both items with no members of the public speaking. The annexation motion was made by "Dan" with a second from "Alexa" and passed unanimously; the zoning ordinance amendment (Case 24367) was moved by "Phil," seconded by "Adam," and also passed unanimously.
McQueen said the application includes development standards such as front-yard setbacks, minimum lot sizes and minimum home sizes, and includes an anti-monotony standard to vary exterior appearance across housing types.
What’s next: With first-and-final reading approved, the property will be incorporated into city limits and will follow the city's approved plan for phased development. Staff will continue to coordinate notifications and implementation steps required by state law and the development agreement.
