Burleson IT outlines 2025–28 strategic plan and completes public-safety radio refit

Chief Technology Officer James Cromer presented the BTX IT 2025–28 strategic plan, described recent technology modernization work and outlined capital and staffing needs the department will bring to budget discussions.
Cromer said BTX IT adopted ITIL processes and the NIST cybersecurity framework, has grown its project portfolio, and is working to institutionalize an equipment-replacement fund for high-dollar infrastructure such as servers and firewalls. He said the department supports hundreds of applications and devices, is implementing better project governance (an IT steering committee) and is prioritizing improvements to Munis, document management and records retention.
On public-safety communications, Cromer (presenting updates tied to Hugo Rodriguez’s work) said the city completed a large radio refit (roughly 189 replacement radios) to strengthen redundancy on the Johnson County radio network, deployed a "cell tower in a box" capability to provide local cellular coverage where needed, and is planning a radio equipment and infrastructure replacement fund to address an anticipated $6–7 million modernization window around 2030–2032 reported by Johnson County. Cromer added that the project enabled more centralized asset management and that staff expect to sell legacy radios to other jurisdictions, estimating about $100,000 in potential proceeds.
Cromer also noted that BTX IT received the TAG Excellence Award for innovation in local government technology.
