Board approves midyear amendment to roll forward $289,114 in encumbrances

At a meeting that began at 4:46 p.m., the board unanimously approved a resolution amending its operating budget for fiscal years 2025 and 2026 to roll forward $289,114 in encumbrances, interim director of finance Kevin Hennessy said.
Hennessy described the item as a routine midyear amendment to move committed but unreceived FY25 funds into the current fiscal year when obligations remain outstanding as of Sept. 30. He said the amendment covers two funds, including the 4b fund and the parks performance fund, and includes a $1,300 contract for a parks master plan. "The request this evening, is to approve, a midyear budget amendment... in the amount of $289,114," Hennessy said.
Hennessy told the board that one part-time position originally retained in the proposed budget as a contingency would be removed because the SFC contract that made the position unnecessary has been executed. He presented the line-item breakdown and stood for questions; the chair reported there were none.
The chair then called for a motion. The transcript records a motion to approve the amendment "by Victoria" with a second "by field," and the chair announced the motion passed by unanimous vote. The chair also noted earlier approval of minutes from the Oct. 20, 2025 meeting; that vote was recorded as unanimous.
No members of the public requested time during the public-comment period, and no executive session was requested. The chair adjourned the meeting at 4:50 p.m.
