Alex Phillips reviewed several anchor, industrial and retail recruitment successes—High Point Business Park projects such as Chicken E Foods, Wagner Smith, McLean Classic Foods and Golden State Foods—describing tax abatements or four-A incentives used to support infrastructure and job creation. Staff presented measurable outcomes including taxable value increases, job counts and general-fund revenue impacts tied to those projects, and described how oversized infrastructure investments (water, sewer, power) positioned the city to attract large food and manufacturing users.
Phillips outlined performance and tax-abatement timelines (for example, an example 75% tax abatement over 10 years and the expected return to the general fund when abatements expire) and said the projects created hundreds of quality jobs and significant taxable value. Council members praised the team’s recruitment work, asked about workforce housing as a complementary priority, and emphasized continued emphasis on industrial recruitment to grow daytime population and local employment.
What’s next: Staff will continue targeted recruitment, monitor incentive performance and provide follow-up reports documenting milestone and tax-base impacts.
