Burleson council approves Tallgrass development agreement for mixed‑use municipal management district

The Burleson City Council on Oct. 6 approved a development agreement with AP Groundwork Venture LLC to establish Tallgrass, a mixed‑use municipal management district on the city’s western edge.
Tony McIlwain, the city’s development services director, presented the agreement and said the developer will seek an ETJ release and a petition to form the municipal management district (MMD) that will later be brought into the city through a strategic partnership agreement and annexation. McIlwain told the council, “We will recommend your consideration and approval of the development agreement tonight.”
The developer’s conceptual plan calls for a mix of housing types, three commercial hubs, parks and trails, and an elementary school district. McIlwain said the site sits along FM 1902 and that TxDOT is a key partner for road work related to the project. He also said water service is expected from Johnson County SUD and that public roads within the MMD will be owned and maintained by the district.
The agreement sets a process, McIlwain said, whereby the city will accept the petition to consider creation of the MMD, staff will review wastewater and drainage plans for compliance with city regulations, and the city and developer will work on a strategic partnership agreement to finalize annexation terms at a later date. McIlwain added the city has forwarded draft oversight language to Johnson County for comment on platting and other jurisdictional matters.
Council members asked procedural and timing questions during the presentation and then voted to approve the development agreement unanimously. Brandy Armstrong Reckling, listed as a family representative for the project, was in attendance during the presentation.
What happens next: staff will receive the developer’s petition to create the MMD, Johnson County will return comments on the proposed local agreement for platting and oversight, and future council agenda items will include the strategic partnership agreement and the formal annexation steps. Any substantive changes to the MMD or annexation timeline will be brought back to council for approval.
The council’s action does not itself annex property; it authorizes staff to continue the negotiated steps toward forming the MMD and future annexation.
