Burleson EDC approves $3.78 million contract for Hooper Business Park drainage and paving

Michelle McCullough, the city’s deputy director of development services, presented the Hooper Business Park drainage and paving project and the recommended construction award to SYB Construction Company.
McCullough said the project — which includes two retention ponds, realignment of County Road 1019 and relocation of a 12‑inch water line — moved through design funding and easement acquisition and received six bids when openings were held Sept. 11. “Adding the 10% contingency, the recommended award is $3,781,000, and the budget amount was 6.5,” McCullough said, noting the city reduced the original project cost by roughly $1,000,000 through a grading plan that avoids hauling off dirt.
McCullough also reported reference checks from comparable municipal projects were satisfactory and said the construction notice to proceed would be issued two to three weeks after award, with a contract time of 365 calendar days to completion.
A board member moved to approve a resolution awarding the contract to SYB Construction; the motion was seconded and the board voted unanimously to approve the award. The contract includes a contingency amount (10%) and project requirements tied to right‑of‑way and easement completion prior to construction.
The award brings construction procurement for the Hooper site to the implementation stage; staff said they will return if additional budget amendments are required as the project proceeds.
