Economic Development Director Alex Phillips presented the developer proposal: a roughly 80‑room hotel with a restaurant and two ground‑floor retail spaces operating under the Hilton Tapestry flag. The developer’s obligations include constructing the hotel with at least 80 rooms, delivering the Hilton product, achieving a minimum capital investment of $18,000,000, commencing construction by May 1 (year not specified in the presentation timeline) and achieving certificate of occupancy by Dec. 31, 2027.
Phillips summarized the incentive package and presented projected returns: staff materials showed a 10‑year ROI estimate and a longer‑term 20‑year ROI figure tied to the incentive structure.
