Burleson City Council on Oct. 20 approved a second guaranteed maximum price (GMP) package and related contract amendments to continue construction of an expanded police headquarters.
City staff described the project history and scope: a first GMP enabled site work and long‑lead items; the second GMP includes remaining building construction, landscaping and security systems. Staff said Byrne Construction is the construction manager at risk and that the second GMP package brings the construction GMP to $30,732,768, with the full project construction total estimated around $39.7 million once the second package and selected add‑alternates are included.
Deputy City Manager Eric Ostergerson (staff presenter) explained changes from the original estimate, noting added scope such as site earthwork and soil‑stabilization work and recommended inclusions for the GMP package (outdoor kitchen area and site canopies) to avoid more expensive retrofits later. "If we do come in under budget, we get to realize those savings," Ostergerson said, describing the CMAR (construction manager at risk) approach and how savings are returned to the city.
Finance staff and the capital team identified a current funding need of roughly $3.3 million tied to added soil remediation, furniture/fixtures/equipment and scope adjustments. Harlan (finance staff) described possible funding sources: realized savings from recently closed projects, a gas‑royalty fund (~$400,000 available), and interest income projected at about $1.5 million to $2.0 million annually from bond proceeds invested on a laddered schedule. "We've secured and locked in rates that we think should deliver the interest income over the next 2 years of anywhere from $1.5 to $2.0 million," Harlan said.
Council approved four agenda items related to the project: the Byrne Construction GMP amendment (GMP 2), an amendment to Brinkley Sargent Wigginton Architects' contract for additional structural/mechanical design and roof/HVAC evaluation, an expanded professional services scope with United Environmental Services (UES) for testing and inspection, and a professional services agreement for an owner's representative/vertical construction manager. Votes on each item passed unanimously.
Staff said they will return to council for appropriation of identified funds (interest income and gas royalty transfers) and for any future authorizations tied to FF&E, HVAC replacement decisions and structural modeling that may change the project cost. The council also approved moving forward with recommended site and design items to reduce longer‑term expense and schedule risk.
The council vote clears the way for notice to proceed and continued construction under the second GMP; staff estimated an overall construction completion window into 2026 for the package work ongoing on site.
