At its Nov. 18 meeting the Weslaco City Commission approved a slate of procurement and project items, including street paving, sewer‑inspection equipment, library security services and the selection of an architecture firm for a new fire station and police substation.
Procurement and project highlights: • The commission voted to reject all bids under RFP 24‑25‑47 for weed lot billing and collection services after staff raised concerns about proposed fees and vendor terms. • The commission approved awarding a paving contract to RDH Site & Concrete LLC as the lowest responsive bidder for $236,625.20; engineering staff said the work should take roughly two to three weeks, weather permitting, and that striping would be handled under a separate contract. • Public Works recommended purchase of a RapidView iBOT inspection camera system to inspect sanitary and storm sewer lines; staff presented a cost of $177,462 and said the vendor will train city personnel. The system will be used for regular line inspections and to inspect new subdivision infrastructure before city acceptance. • The commission approved Texas Security and Investigations as the chosen vendor to provide armed security services at the Mayor Jovi Sanchez Public Library, with staffing times focused on after‑school hours and weekends. • The commission approved a change order reducing the Valley Nature Center reroof contract by $25,000 so the contractor may submit a final invoice for payment, and approved final payment of $13,830 to OMT Utilities LLC for a sewer relocation project reported as complete by staff. • For fleet and equipment, the commission approved an amendment to the master lease with D & M Leasing to authorize up to the budgeted amount for 19 vehicles and equipment items; staff said the amount was within the budgeted authorization.

After scoring, staff recommended the commission authorize negotiations with ERO (the top‑ranked firm) for professional architectural and engineering services for Fire Station No. 4 and an adjacent police substation; the commission approved that recommendation and directed staff to negotiate a contract and return for final approval.
What happens next: staff will complete negotiated contracts and return to the commission for final execution as required by procurement rules; departments will schedule equipment training and project timelines in coordination with awarded vendors.
