Burleson council denies annexation for 1500 County Road 602 after flooding and traffic concerns

Dozens of residents and property owners spoke during the hearing, describing repeated flooding along Quill Miller Creek and safety problems at the Renfro/602 intersection; several speakers urged council to deny annexation or require larger lots and stronger flood protections.
Business owner Dave Lockhart said his land sits along Quill Miller Creek, showed video he had brought documenting recent floods, and asked the council to consider increasing lot sizes or otherwise protecting downstream neighbors. Other speakers cited the unanimous 8–0 Planning & Zoning recommendation of denial and emphasized that previous approvals in the area had contributed to runoff and bank instability.
Developer representatives, including Clay Christie and John Huffman, presented a plan for 96 lots of roughly 10,000 square feet and said they had performed a traffic study and would undertake hydraulics and flood studies and mitigation engineering if the project moved forward. The applicant noted open-space set-asides and turn-lane improvements as traffic mitigations.
Council discussion identified three issues: public safety at the Renfro/602 intersection, observed flooding along Quill Miller Creek and whether the proposed zoning fit the adopted future land-use plan. After a period of council questions and a city-attorney recommendation to confer in executive session about legal issues, the council moved into executive session. On return to open session, the council voted to deny the voluntary annexation Case 25-260. Staff then advised the council that because the annexation failed, it had no authority to act on the associated zoning request that evening.
Quote: "If we don't do this, you're not going to get your flooding fixed," Mayor Chris Fletcher said during deliberations, urging the group to seek workable mitigation if development proceeds at some point in the future.
Next steps: The annexation denial closes the current request; staff and the property owner may choose to revise proposals, pursue county-level processes or work with neighboring Alvarado on ETJ questions discussed earlier in the meeting. The council asked staff to remain prepared to review revised materials if brought forward.
