Public utility staff outline camera truck, sewer repairs and lift-station upgrades for next budget

WESLACO, Texas — During a May 21 workshop presentation, David Assey, representing the city’s Public Utility Department, reviewed recent and planned water and sewer projects and requested budget consideration for specialized equipment to better detect and fix underground failures.
Assey showed recent in-house work on a waterline relocation with concrete surrounds and described a hydrant-painting and replacement program. He said the department has been elevating and replacing manhole lids and piping at several locations and has completed multiple contracts that will be presented for closeout on an upcoming agenda.
A major focus of the presentation was video inspection capability. The city recently acquired a camera truck in the last budget and has since received a smaller "mini-vac" unit; Assey said the next budget cycle will include funding for a high-definition camera robot with larger wheels and turning capability to inspect a range of pipe sizes and to see above small water levels inside pipes. “We can get a better [inspection] … the robot itself … it has more options,” Assey said, describing the value of higher-end units for identifying the locations of collapses so crews can repair the correct segment rather than reworking entire runs.
Assey said the camera recordings have already helped the city twice by pinpointing collapses after subdivisions passed preliminary inspections, saving staff time and limiting contractor disputes. He also described plans to procure vacuum equipment for storm and sewer operations, ongoing lift-station repairs (noting stations 2 and 10 are on the radar) and a mapping/GIS effort to inventory the city’s assets.
Commissioners asked about operating conditions and field scheduling; Assey said crews may shift hours to avoid the worst heat and that the new camera and vac equipment can operate in tighter spaces and in higher temperatures with the appropriate enclosures. He said some camera-robot features (for turning and larger-diameter pipes) add to the cost, and that those options would be included if commissioners favor a more capable system.
No formal purchase was approved at the workshop; Assey said the camera robot and vac truck requests will appear in the next budget cycle for formal consideration.
