Weslaco staff to put library furniture package out to bid after consultants warn FF&E costs likely exceed original $500,000 estimate

The design team said the original FF&E (furniture, fixtures and equipment) budget of $500,000, set in January 2022, has been eroded by inflation. "We do anticipate there are some budget challenges to this project's FF&E portion," MSR's lead presenter said, adding that material-only pricing currently comes in around $620,000 and that including freight and install (about 15 percent) brings the specified scope to roughly $712,000.
Why it matters: the new library's FF&E is a discrete capital outlay that must align with construction schedules; MSR's timeline aims to have furniture delivered to match the project's substantial-completion window in early February 2026.
MSR outlined cost-control measures it will build into the bidding documents. Rather than bid by manufacturer bundles, the team will require unit, line-item pricing for every piece of furniture so the city can precisely remove or defer items if bids exceed budget. The team will also accept voluntary deduct alternates (pre-vetted substitute items) and will publish a list of approved alternates after the request-for-clarification period.
MSR provided a draft procurement timeline: advertise in mid-July (targeted dates July 16 and July 23), hold a pre-bid walkthrough for interested bidders (July 24), run a four-week addendum/bid period (roughly July 25—Aug. 18), with the bid opening and internal review in mid-August and a tabulation returned to the commission for a September meeting. "Furniture fabrication times are usually about 18 to 20 weeks," the presenter said, which aligns delivery with the library's current completion date.
Staff and MSR flagged priority and deferrable areas for savings: the business center and specialty lounge seating are among the priciest elements and were identified as potential deduct alternates; by contrast, the children's area and the west-side lounge seating were described as essential to keep intact. MSR also said some back-of-house needs could be fulfilled by existing city-owned furniture to lower initial outlays.
What happens next: commission staff and MSR asked for permission to finalize the bid specifications and return a bid-tabulation and recommendation to the commission in September. No formal vote was recorded at the workshop; the procurement authorization will be brought to the regular meeting agenda for final action.
