Burleson council approves $9.04 million GMP for police headquarters phase 1

The Burleson City Council unanimously approved a guaranteed maximum price (GMP) contract with Byrne Construction for phase 1 of the city’s police headquarters expansion, staff told the council Aug. 4.
Deputy City Manager Eric Oskarsson told the council the early‑release GMP covers site enabling work, earthwork, utilities, selective demolition and long‑lead items such as structural steel, plumbing, electrical equipment, generator and ATS switches. Oskarsson said the early package is $9,036,361 and that the total project budget is slightly over $44 million with an estimated construction portion of about $39 million.
“This allows us to shift the risk off of the city and onto the contractor,” Oskarsson said, describing the Construction Manager at Risk delivery and the GMP ceiling that protects the city from cost overruns.
Mayor Chris Fletcher asked about schedule; Oskarsson said the city plans to mobilize within weeks if the contract is approved, and staff has scheduled a groundbreaking ceremony for Aug. 21, 2025. Staff estimated roughly 24 months of construction, with portions of the complex opening in early 2027 and full completion and remodel of the existing building by August 2027.
The clerk called for a motion; a council member moved and a second was recorded as ‘Adam’ and ‘Field’ in the record. The vote passed unanimously.
The council approved the early GMP after a presentation of design history, phasing and cost estimates and with staff’s recommendation to return in October for the main GMP package that will cover the remainder of the building scope.
