The City Council considered a series of resolutions and orders covering procurement, public-safety spending, parks concessions and utility agreements.
Staff recommended and the council approved a contract with Rivertree for auxiliary auditing services for the revenue department (Resolution 26070); staff noted an hourly auditing rate of $75 and reported strong recoveries in 2024. The council also reviewed construction-management small-works partnering (Resolution 26073), a list of surplus vehicles to be retired (Resolution 26072), and a construction contract request for the Whistle Bend park project where some design features were removed to keep the project within budget.
Engineering staff presented a proposal from 3 Notch Group to handle MS4 outfall inspections and assist with the MS4 permit renewal for $24,000 (Resolution 26076). Parks staff presented a concession agreement to install 13 self-service kayak and paddle units at Point Mallard Park through Hyve (Hive) Paddle Sports; staff said the TVA permit is in, estimated annual revenue of $40,000–$50,000 and targeted installation completion by June 26 to aim for a July 4 opening.
On public-safety spending, staff asked to transfer $255,850 from the opioid fund to buy AED kits to outfit about 70 police officers; staff said devices are state‑vetted, can distinguish child and adult settings, and that procurement will follow guidance for allowable opioid-fund uses. The council also considered a reentry services agreement (three years, roughly $365,000) to support counseling, transportation and reintegration services for people returning from incarceration; staff noted the city must respect state contract-length limits.
Other items approved included a sidewalk café approval for Mother’s Italian Kitchen (Resolution 26079), a franchise/order for a 3‑inch forced main pretreated discharge tied to Decatur Utilities and ADM/EPA compliance (Order 264642), a chauffeur-service license request for Don’s Transportation LLC and a mayoral appointment to the ambulance regulatory board.
