Burleson approves police headquarters contract amendment, midyear budget changes and accepts clean audit; CIP update details major projects

The Burleson City Council on March 24 approved a series of fiscal and capital items: an amendment to the police headquarters design contract, a midyear budget amendment totaling $3,171,888, acceptance of the city’s annual audit with a clean opinion, and received an update on the capital improvement program.
Deputy City Manager Eric Oskarsen asked the council to approve a supplemental amendment to the Brinkley Sargent architectural contract for the police headquarters design. The amendment added approximately $1,246,432 in supplemental services, bringing the contract total to about $3,800,000. Oskarsen said the design contract is based on a percentage of construction cost and that the council previously approved a total amended project budget of $44 million; he outlined a schedule for construction documents and anticipated bidding timelines.
Deputy Director of Finance Ken Hennessy presented a midyear budget amendment requesting $3,171,888 in increased appropriations across several funds. The largest share was assigned to the water and wastewater funds, including a transfer to an equipment replacement fund; other changes included economic development incentives, park projects ($70,000 total split for Bartlett fields and a garage conversion for an art center) and an animal adoption trailer fund appropriation of $66,000.
Weaver LLP engagement partner Jackie Gonzales presented the annual audit for the fiscal year ending Sept. 30, 2024, reporting an unmodified ("clean") opinion on the financial statements and no findings for the city’s ARPA major program. “We have issued an unmodified opinion,” she said, noting no material weaknesses or significant deficiencies.
Randy Morrison, director of capital engineering, briefed the council on the CIP: Burleson has 42 active projects, with a heavy focus on street and sidewalk work (60%) and water/sewer infrastructure (26%). He provided updates on major projects including police headquarters, Alsbury phases (including closures and railroad coordination), Lakewood Drive projects, Old Town Ellison realignment and parking improvements, and several drainage and lift-station projects.
The council voted unanimously to approve the contract amendment, the budget changes, and to accept the audit; staff will return with contract documents, GMPs (if appropriate) and continued CIP updates as projects move toward bidding and construction.
