Struthers City Council approves trash contract, small community appropriations and 2026 budget measure

At its March 25 meeting the Struthers City Council approved an ordinance authorizing a trash-hauling contract, appropriated $1,000 for a local baseball advertisement and up to $500 for the city Easter egg hunt, advanced a front-yard-garden ordinance to second reading and passed resolutions on clerk training and TIRC appointments.
Struthers City Council on March 25, 2026 approved several ordinances and resolutions, including authorization for a municipal trash-hauling contract and multiple small appropriations for community activities.
The council passed a third-reading ordinance authorizing the mayor and safety-service director to enter into a contract with public services for trash-hauling services for Struthers residents. The ordinance was moved, seconded and passed after members answered in the affirmative during the roll-call responses on the floor.
Council also read and declared an emergency for an appropriation of $1,000 to Youngstown Class B Baseball, Inc. to purchase an outfield advertisement for Struthers for 2026. The council suspended the rules to allow immediate passage; members voiced assent and the measure passed.
An additional emergency appropriation of up to $500 from the general fund miscellaneous account was approved to cover the 2026 Easter egg hunt. The motion to suspend the rules and pass was carried on the council floor.
On the budget front, council read an ordinance appropriating current expenses and other expenditures for the fiscal year ending Dec. 31, 2026, and repealing a prior ordinance (No. 2508). The chair called for the suspension of rules and members recorded affirmative responses during the proceeding.
Council advanced a first-reading ordinance to create Section 1397.17 of the Struthers Codified Ordinances to permit and regulate front-yard gardens; the measure was sent to second reading after a motion and second.
On personnel and representation matters, council passed a third-reading resolution to send Megan R. Shorehouse, clerk of council, to public-records training and to designate the clerk as the representative for council members and the president of council. The council also passed a resolution confirming that the mayor and the city auditor will serve on the Mahoning County Tax Incentive Review Council (TIRC) for 2026; the resolution was declared an emergency and passed.
All actions reported at the meeting were moved, seconded in the meeting record and passed with voice responses of 'Yes' from council members present. The minutes and communications (including the February 2026 treasurer's report and the mayor's March 25 report) were received and filed.
The council scheduled a Finance and Legislation committee meeting for Wednesday, April 1 at 6:00 p.m. and adjourned the March 25 session.
