Rebecca of Planning & Zoning told the commission staff had notified nearby property owners and had not received petitions against the applications. She said the CUP for the vacant lot specifically prohibits a permanent building, requires a separate special-event permit for each event and requires licensed armed security for events held on the lot.
During debate, commissioners and staff discussed security expectations and licensing. Staff said the usual requirement is two licensed security guards and that security must be licensed (and can be armed if the commission chooses to require that). The motion to approve the CUP for the building was moved by Commissioner Reyes and seconded by Commissioner Lopez; commissioners amended the condition to require armed, licensed security for late-hour operations and approved both CUPs by voice vote.
Why it matters: the conditional‑use permits will allow the venue to hold late‑night events and live music and to host special events outdoors on the adjacent lot. The commission attached public‑safety conditions related to security and special‑event permitting to address neighborhood and operational concerns.
