The Weslaco City Commission on Oct. 21 approved the first reading of Ordinance No. 2025-29 to designate certain noncontiguous areas as Tax Increment Reinvestment Zone No. 1 and create a nine-member board to administer a tax increment fund.
Legal counsel advised the commission to approve the ordinance “subject to revisions with respect to the 50% of the city's tax increment to read 50% from the M and O tax rate and then to include a 25‑year termination,” and the commission voted to advance the ordinance on first reading.
Why it matters: a TIRZ channels future growth in property tax revenue from participating areas to local projects intended to spur development. Under the proposal, 50% of the city’s M&O portion of new incremental tax revenue would be pledged to the TIRZ, and the fund would terminate after 25 years as recommended by counsel.
What commissioners said: during the discussion legal counsel framed the recommended technical edits and staff confirmed prior public outreach had taken place. The motion to approve the first reading was moved by Commissioner Farias and seconded by Commissioner Lopez and passed by voice vote.
What happens next: because the commission approved a first reading, the ordinance will return for a subsequent reading(s) and final adoption near the commission’s legislative deadlines. Any substantive changes to the structure or financing of the TIRZ will be reflected in future readings.
Provenance: Transcript public discussion and the first-reading vote are recorded beginning at SEG 699 and concluding at SEG 727.
