Drainage committee outlines flood projects and commissioners push for staged barricades

Homer Saenz, a member of the city’s drainage committee, told the commission the committee serves as a liaison among residents, staff and council and summarized both completed and planned regional detention projects, including the Texas Boulevard RDF, Collector Herald RDF, Leisure World RDF, Pleasant View RDF and Las Bridal RDF.
Saenz placed the committee’s work in storm-history context: “In 2018, we had 16 inches of rain… approximately 750 homes were affected. In 2025, which is the one we had in March, 13 and a half inches of rain fell… approximately 90 homes were affected,” he said, and added that the committee will continue seeking state and federal funding for drainage projects.
Commissioners used the update to press staff on near-term operational gaps revealed during March flooding. Several members said crews ran out of barricades and residents drove around them, worsening inundation; one commissioner urged staging barricades in strategic locations and enlisting volunteers to deploy them quickly. Saenz and staff agreed to stage barricades, pursue volunteer partnerships and improve enforcement of fines for motorists who bypass barricades.
The commission thanked the committee for its outreach and directed staff to continue working with the drainage committee and to report back on staged barricade plans and enforcement options.
